The historic and architectural interest of a building or the character of a conservation area can allow for opportunities or constraints to development. Phoenix Consulting's historic building recording team apply their expert knowledge of the historic built environment to allow for the appraisal of the key issues associated with a site.

The historic building team provides a full range of services at all stages in the development process from pre-acquisition appraisals through to full building recording in line with Royal Commission guidelines.*

The formulation of Conservation Plans is of increasing importance. Phoenix Consulting staff apply their knowledge of heritage issues to identify the significance of a place, and explain how that significance will, or could be retained in any future use or development of a site. The identification of Character Areas may develop out of any initial data-gathering exercise.

Following the stage of understanding, our staff assess the significance of a site (and its components) in a local, regional and national context. With regard to the setting of policies , drawn up to cover individual elements of a site, we would include discussion with the curatorial authorities to identify their expectations. Our documents are produced in order that they can be utilised in the formulation of the design process and subsequent development proposals, and would identify development opportunities as well as development constraints.
Phoenix Consulting can also facilitate in the production of Management Plans . The Management Plan would include strategies for a pending development, together with plans for long-term preservation of important elements. Environmental Assessment Reports would form part of any Management Plans, in that they would assess the development proposals in the light of the knowledge accumulated from the undertaking of the Conservation Plan. As with most Environmental Assessments they would assess impacts of any development proposals on a site, its surrounds and its local setting and suggest areas for mitigation.
